Investigators allege Zahir used the Shively Police Department's Flock system to conduct 2,048 searches of two vehicles registered to the mother of his child, tracking her movements in Kentucky and Indiana. Officials said 241 searches occurred while an Indiana protection order against him was in effect, and that he entered a drug/narcotics investigation as the search justification even though the woman was not the subject of such an investigation.
